How can human civilisations be established on moon, mars and beyond?

How can human civilisations be established on moon, mars and beyond?

Accepted NASA has the plan, but if:

1. China try from Mars,

2. India try for moon,

3. Russia try for Titan,

4. USA try for Europa, and

5. Japan try for some asteroid or small planet

then hope human civilisation will spread its wings.



Otherwise there will be burden on NASA and Roscosmos.
