Why can't there be a mechanism to collect agriculture waste other wastes and used for manufacturing the electricity or other by-products or for 3R's?

Why can't there be a mechanism to collect agriculture waste other wastes and used for manufacturing the electricity or other by-products or for 3R's?

1. Paddy waste in Punjab being burnt is big news....1.8 million tons...is creating havoc in north Indian climate, etc. is the news....hence, this suggestion.

2. Sugarcane waster....thrown in the water and smells bad is the complaints of many....but...it also has implementations..... fuel for Automobiles in India.

3. Bio-medical waste, Pharmaceutical waste, manufacturing industry / factory waste, household.....everything has ways, India needs a mechanism, system, procedure to channelize it and use constructively.....sooner the better.
