135 countries have right to education, still no 100% literacy has been achieved, is human civilization not serious about their own survival?

135 countries have right to education, still no 100% literacy has been achieved, is human civilization not serious about their own survival?
What could be the major reasons?
1. Is human civilization not serious about their own concerns?
2. Corruption, imperialistic (which includes egoism, egotism, selfies, groupies, high handed approach) mind set,  and Blame Games?
My family literally cried, when, one of the child among 51 others such children/ child labours said, "Is helping parents to earn bread a crime? Why police will arrest us?"
Hence, this small effort. 
People might get Awarded Noble Peace Prize as show off, Bharat Ratna )India's highest award) for show off, some might become Saint, or God or Realized soul, but, till such things are not eradicated like illiteracy, etc. Noble Peace prize or Bharat Ratna should not be awarded is what I feel?
Some might say, people will not be encouraged to do such good things in case such awards are not there, or what is the way there contribution to society could be recognized....etc. 
SWOT analysis could be put here but in case such extreme discussions are not there, multiple solutions can't be found out and multiple ways to implement also can't be found out, hence, also this effort.
